Harbour Master – Fraserburgh Harbour

As the Harbour Master you will act on behalf of the Board of Commissioners and oversee the safe and efficient operation of Fraserburgh Harbour as required under the Port Marine Safety Code and its associated Guide to Good Practice. Leading the marine team (including the Assistant Harbour Master and other harbour operatives), you will show consistent and clear leadership ensuring the Harbour maintains compliance with all its statutory and environmental requirements.  Some of the main responsibilities of the Harbour Master include:

  • Promote best practice and maintain all statutory requirements of a Statutory and Competent Harbour Authority, together with compliance with all aspects of the Port Marine Safety Code
  • Lead the Port’s maritime activities and its interaction with its maritime users and stakeholders
  • Controlling movement and berthing within the Harbour limits, ensuring safe navigation and avoiding collisions or incidents
  • Enforcement of local and national regulations, bylaws, and legislation related to port operations, such as maritime safety, pollution prevention, and security measures
  • Provide and oversee pilotage services
  • Provide on-call cover on alternate weekends with Assistant Harbour Master
  • Undertaking Emergency Response. In the event of maritime emergencies, such as accidents, oil spills, or other incidents, the Harbour Master coordinates and leads the response efforts within the Harbour area
  • Create and manage compliance of the mandatory MCA Port Plans including the Port Oil Spill (OPRC)plan, Port Waste Plan and the Port Emergency plan, ensure the legislation of the SHA and CHA are fit for purpose
  • Collaborate with colleagues on the maintenance and development of port infrastructure, including navigational aids, moorings, and other facilities, to ensure safe and efficient operations
  • Play a crucial role in maintaining port security including ISPS, working closely with relevant authorities to implement security measures and prevent unauthorised access or activities within the port area
  • Ensure that port operations comply with environmental regulations and promote sustainable practices to minimise the environmental impact of maritime activities
  • Act as a liaison between various stakeholders, such as ship owners, shipping agents, terminal operators, and regulatory bodies, facilitating communication and coordination

Experience and qualifications:

  • UK Harbour Masters Certificate or Diploma with appropriate experience as Harbour Master/ Deputy Harbour Master or other relevant Port Maritime Management experience
  • Certificate of competency (Deck Officer) with recent ship handling experience handling a wide range of vessels
  • Extensive knowledge of the Port Marine Safety Code requirements and UK Port regulatory Framework
  • Be physically fit and possess a Department of Transport Medical Examination for Seafarers ENG1 / ML5 or be willing to undergo an employer’s medical examination
  • Full UK Driving licence
